Garner's Moves or Lack Thereof

Astros have men on first and second with one out in the sixth with
Quintero due up. Quintero grounded out and moved the runners but my
question is WHY did not Garner pinch hit for him? The Cardinals trail
the Brewers 4-0 and Garner is managing like the Astros are out of the
playoffs!! Someone needs to tell Phil there is no tomorrow if we lose.

Astros left 11 runners on base and lost. Unbelievable that we couldn't score!
